Yeah you would have to restart to get it again as it only generates once per character (a another person in mp could get it though and give it to you).

Monsoon did the gems part and I didn't think they were able to be sold but I don't exactly remember that part. If you pm me the gem you are missing I may be able to help you get that gem without restarting the game or playing mp with someone else. (I say may be able to but I mean I can get you one via some shenanigans)
